enabling cookies on internet explorer

I've spent a great deal of time today trying to solve the
following problem:

In trying to access a web site, I received the following
message: Please activate cookies.

I followed the directions (I thought correctly), but the
same message returned. I called AOL. A technician tried to
help, but without success. An AOL supervisor said Dell (my
computer manufacturer) could solve the matter. A Dell
supervisor said it was definitely AOL's problem. After
more attempts, AOL said it was Microsoft's problem. I
found an article on this web site, which addressed the
issue and gave the same instructions I had received from
either AOL or Dell.

Those instructions are: Click on Tools, click on Privacy,
slide bar to 'Accept all Cookies.' Click 'Apply' and 'OK.'
This I did and I am still unable access the web site.

I would welcome any help. I have now been at this for
several hours and will persevere. I thank you for your
