Enabling caps lock on login to Win2k TS

Our floor manager would like the caps lock to be set to ON when a user logs
in to the TS. I have tried the following solutions:

Changing the appropriate keyboard registry entry from 2 to 4

writing a VB script that turns on caps and num lock and running it in a
login script

writing a VB script that turns on caps and num lock and adding it to the
startup folder

Running a little piece of freeware called capslock.exe both from login
script and startup folder.

In each instance, the result is that the caps lock light comes on, the num
lock light goes off, and the keys become out of sync with the TS (caps off
when light is on, caps on when light is off).

In addition, if i login to the ts first, THEN run my script or the capslock
tool, the keyboard does NOT go out of sync, they work as expected.

I installed the MS hotfix for caps lock out of sync on TS with no results
(we are running some older sw on this machine). This is such a simple thing,
and it is making me crazy!

Any suggestions are greatly appreciated!!!

Do you mean the caps lock is to be on at the login stage (i.e. before
username/password authentication has been accepted)?

If so, I think you need to edit the registry key for capslock under HKEY
USERS\.DEFAULT.

Can't remember exactly which key it is, but should same key structure as
what you have tried under HKCU or HKLM.
