Enabling Bluetooth on iPAQ 3970

I have recently purchased an iPAQ 3970 and want to set up
a Bluetooth connection between it and my WAP phone.
However, when I switch the Radio and then Bluetooth on, I
get the message

"Bluetooth Radio failed to turn on due to insufficient
driver memory. Do a soft re-set before you can turn on
Bluetooth Radio".

On checking the memory, I have more than 21MB free whilst
Bluettoth only takes about 64KB.

Does anyone have any ideas how I might get round this?

This has WHAT to do with WinXP and Remote connections??
