Enable users to modify server side distribution list

users received the following error when try to modify members in a
distribution list. Please post solution if you run into.

Changes to the distribution list membership could not be saved. You do not
have sufficient permissions to perform this operation on this object.

In AD U&C the administrator must set permissions on the DL for who will
manage the DL

I know and that doesn't seem to do anything. Only the Administrator can
modify DL.

In AD U&C the administrator must set permissions on the DL for who will
