enable "Shutdown" button

how to enable the "Shutdown" button in the Ctrl-Alt-Delete logon window ?
 
HKLM\software\Microsoft\Windows NT\CurrentVersion\Winlogon
ShutdownWithoutLogon=1 (REG_SZ)

It is probably currently set to 0, if this is a server.

i logged-on as a user that is member of local administrators group and made
that registry change and tried a few restarts .... the "shutdown" button is
still disabled
