enable security signature not saving

i am changing enable security signatureregistry value
from 1 to 0 on win 2000 server with the most recent
service pack. However, throughout the day the key
mysteriously reverts back to 1. No reboot has taken
place when this occurs.
How can I stop this happenening or indeed why is this
happening?
