Outlook 2007 Security Settings not working

Per article: http://support.microsoft.com/kb/926512/en-us

You can remove the block on Level 1 Attachments by adding the following:

--------begin excerpt----------
Show Level 1 attachments
Typically, Level 1 attachments are blocked. If you enable this policy, users
can see Level 1 attachments in Outlook 2007.

Key:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\12.0\Outlook\Security
DWORD value: ShowLevel1Attach
Values: • 1: Enabled
• 0: Disabled
---------end excerpt----------

I did not have an Office key under hkcu\software\policies\microsoft so I had
to create from Office -> down. This key does not work for me. Outlook
continues to block attachments.

I also tried to put this key in the same place we would put the legacy
Level1Remove key: hkcu\software\microsoft\office\12.0\outlook\security
(which exists by default). I added the key here and it did not work.

Am I missing something? Why doesn't this work as the KB article suggests?
I have Office 2007 Premium RTM.

I'm not sure I follow Randy,

Are you stating I need to use 2 registry keys with outlook 2007: 1 to enable
the viewing of level 1 attachments and then another to list the types of
attachments I want to see?

I can just use the 1 legacy key: Level1Remove to accomplish that. I was
under the impression that the ShowLevel1Attach would just show all Level 1
attachments. Is this not the case?

Outlook by default blocks a specific set of Level 1 Attachments, which are
predefined. To get around that, only one key is sufficient, which was
already in place: Level1Remove. I don't see why 2 keys would be needed to
replace the 1.

The new registry keys are there to replace the Public Folder Security
Template in previous versions of Outlook in an Exchange environment. The
ShowLevel1Attach key reveals the blocked attachments to the users but still
doesn't allow access to it. To give access to it use Level1Remove. There is
no need to use the ShowLevel1Attach key if you've already added the
extension to Level1Remove.

I went ahead with the Level1Remove, but I still don't see why I'm supposed to
use that if that is an "old method", per that article. That would lead me to
believe there's a better/newer way to do it.

Also the ShowLevel1Attach did "nothing" for me, although you say it
"reveals" the attachment but still blocks them. I couldn't even "see" the
attachment.
