Enable registry permissions for performance monitoring for a user

I am trying to find the post referencing the correct way
to alter the registry settings to allow a user to remotely
perfmon a B/U DC and a couple of SQL Servers on Win 2K
Server. The user cant see all of the perfmon threads on
the DC, and on SQL can see them but cant report on
them..anbody that can help out there?
