enable blank database

what do you mean by "blank" database? is it a newly created database with no
table, queries, form, or other objects in it? and what do you mean by
"disabled"? are you unable to open it? or is it open, but all menu options
are greyed out?

we need more, and clearer, information, please, before we can try to help.
