Emulated security for FAT32?

Okay, here's the deal: I have 2 hard drives. One is 80Gb and currently dual-booting Me and 2000 which I will hopefully upgrade to XP Pro. To keep it compatiable with Me, it's a FAT32 partition. There is another 4Gb drive which won't have any versions of Windows on it. Originally I wanted to change the 80Gb hard drive to NTFS to get the security permissions but seeing as it doesn't work on Me, that seems a bit of a no-go. So is there a piece of software that can emulate those security permissions on a FAT32 drive?
 
Security has more to do then with the File System. It has a lot to do with the services that are started. In Windows 2000 one of these services is winlogon. So even if there were a emulator for the NTFS file system (not really sure what that means) you would need the services to support it. Interesting but have never seen such a thing. You best bet if you want security is to use a scure operating system such as Windows NT technology. Or set your BIOS to not allow booting without a password.
 
I knew of a few back in the days of 95 & 98, but they have all gone by the
wayside it seems. A search on google turned up the following though.
