Empty Download folders in Windows/assembly/Download?

Does somebody know why there is hundreds of empty download folders in
C:/windows/assembly folder?
I tried to open them all to see if at least one had something in it but run
out of memory, my page file usage topped up.
After reboot it is down to 357MB
But why so many empty Download folders?
It goes C:/windows/assembly/Download/Download/Download...............for
ever.
And they are all empty.
