"Empty" desktop after login

Hello-

We are experiencing a problem displaying the desktop objects for all users
except the administrator. Any user who connects via the TS client sees a
blank blue screen with no icons or the start bar. The clients cannot logout
or right-click on the blue screen (assume it's the desktop background
color). Even when we create a new user from scratch, they still do not see
the desktop objects.

This appears to have occurred after we applied SP4.
Any assistance would be greatly appreciated. Unfortunately, we are now
contemplating a clean install.

Hello again-

Further troubleshooting reveals that all affected users do not see the
dialog box that reads "Loading personal settings" that is displayed after
the login prompt.

Also, we're confident that the MTU issue (that is mentioned in several
threads) is not a factor in this case since we can login from any client
machine as administrator with no issues.

Typically an MTU size problem affects communications
between the client and server during the initial RDP data
stream communication. Since you are connecting and
logging in, I'm more inclined to think that this problem
may be due to a permissions problem. Double check the
each user can read from the windows, system32, and temp
directories on your hard drive.
