Emergency Boot Disk for Win XP?

Can you create an emergency boot disk for Win XP? Cannot
get my pc to boot up even using the choices offered in
the boot up process, so I cannot get to the system
restore that I've used on a few occasions in the past.
Not sure whether an emergency boot disk can be created on
another pc running Win XP and then use on my pc?
 
The XP CD is bootable. You may have to go into BIOS and set the CD drive as
the first boot device. Then boot from the XP CD and do a repair install.
Press Enter at the first screen after booting (don't open the recovery
console), then press F8 to accept the license agreement, then press R to
repair your existing installation of XP. You will have to reload updates,
starting with SP1, but all your settings and data should be OK.
