Embedded XP min hardware

Could someone please guide on where to get relevant
information on minimum hardware expectations for Embedded
XP.

Background - there is a Point of Sale (POS) application
which is being reengineered by for a client which has
15000 installations spread across the country. Some
enhancements to the application have been done and more
are being planned.
Hardware - most machines are 486 based configurations
having around 2MB-3MB RAM.
Software - all machines are running on DOS. The
application itself was developed in C language (on DOS).
Problem definition - The reengineering/enhancements to
the application are resulting in more & more demands on
memory and the conventional memory restriction (of DOS)
is creating a limitation to the extent which the
application can be enhanced. Third party linkers have
also been tried but due to the limitations of disk space
they cannot be a very viable option. Even Win 3.11 could
have solved some of the issues but since it is not sold
actively the cost would be (presumably) comparable to
cost of Win 2000/XP.
Cost aspects - the client is very sensitive to any
suggestion of upgrading of hardware (to higher
processor/memory) or software (to Windows based system)
due to the multiplicative impact of the cost in 15000
installations.
Option - Can Embedded XP give a solution considering that
it requires less memory/hardware to run and may also be
cheaper than a full fledged XP installation?
Information required for evaluating the option -
a) Cost of Embedded XP per license (could be approx
normal cost or considering 15000 installations)
b) Minimum hardware expectation for Embedded XP (there's
a lot of stuff on the site about how one can configure
Embedded XP as per the Target run time system and that it
supports x86 hardware but nothing which specifically
gives me an idea on whether it would be installable on
the above hardware with such low memory)

Please help...

Well, PIII-500 and 32MB of RAM can be enough. Something less is only for
a quite specific (light) applications.

Well, I'm afraid even Linux hardly works on this platform. Mostly by
insufficient memory amount.

Sounds strange. "Disk space limitation" even for linking (overlay I
suppose) and "Win3.11 is a solution"...
