Emails with multiple recipients and delivery failure

If there is a delivery failure of an email to one of the recipients from a
list of recipients (the Cc field) does the entire "send" fail or just the
email to that one recipient?
 
Just the e-mail to that one recipient. (When you get the Failure report it
should state just that one recipient's name).
