emails remaining stuck in outbox

When sending an email my email message is remaining stuck in the outblox, and
sometimes I get an error that indicates network problems.

The email message, which includes an attachment is received multiple times
(over 50) by the recipient.

Both email addresses are setup within the same domain (e.g. (e-mail address removed) to
(e-mail address removed))

Internet connectivity is available, and, the SMTP / POP3 server should be
set correctly. It "seems" that it is more of a server-side problem, however
I am not sure, and, in any case why does MS Outlook leave the message in the
outbox?

I've recently installed MS Vista SP3, on my pc.

Has anyone encountered similar issues?

Disable e-mail scanning in your anti-virus program. It's superfluous.
It causes delays (due to its interrogation) that result in failed mail
sessions and retries.

The usual cause it that you have configured your antivirus program to scan
mail, something that is never necessary and often interferes with the sending
or receiving of messages. Uninstall your AV program and reinstall it without
the mail scanning feature. See if that helps. If not, post back.
