emails keep returning after deleting

In Outlook 2003, my emails keep returning even after I delete them. I'm even
deleting my deleted folder, but they return when I click on send/receive! At
the same time this problem developed, another problem began. When clicking
to open an email, it says "This is a message header. The full item has not
been downloaded". Now all of my emails say this. Can anyone help?

unsolicited mail sent to my personal account will be deleted without
reading.
