Email sent but not transmitted

I would appreciate any help with my email problems that
have suddenly started.

Whenever I send an email, it goes into the outbox and
then ends up in sent items but it seems that the email is
not being transmitted as it not being received by anyone
including emails sent to myself. No error messages
received.

I am using windows xp pro sp2 with MS Office 2003 pro and
WinXP default firewall and Norton Antivirus 2003. The
problem occurs with both Outlook 2003 and Outlook express
and I have tried 2 different ISPs. Webmail works with
both ISPs.

I had not installed any software nor changed any settings
when this problem originally started. I have upgraded to
SP2but that has not solved the problem.

Any advice will be greatly appreciated.

If this is happening in both programs, call your ISP. The problem may be
with your settings.

I have called both my ISPs and checked all the settings.
The email used to work and stopped working suddenly one
day yet I had not changed any settings.
