Email Rules Dimmed

I setup some email rules in Outlook 2007 the other day. Now when I go into
rules and alerts I do not see the rules and all of the action buttons are
dimmed (new, change,etc). Why are they dimmed?

Are you in a mail enabled folder when you attempt to modify them?
