Email Rule Sent to Distribution List

I am attempting create a rule that has the server reply with a specific
message when any message sent to a specific distribution list arrives
in the user's mailbox. When the message arrives the rule does not fire
off the auto response. If I manually run the rule it will generate the
auto response. If I configure the rule to have the server reply when
any message sent to the specific user arrives the rules fires
automatically.

Additional Info:

1.) I am not trying to send an auto response over the interent.
2.) There is a single Exchange server in the domain.
3.) All of the users and groups are local to the domain.
4.) We are running Exchange 2003 and Outlook 2003 (latest SP and
updates).

Did you enable the distribution group to 'Send out of office messages to
originator' by checking the related check box on the 'Exchange Advanced' tab
of distribution group properties page?
