I have earthlink, as my ISP with OE, I can send mail.but
not recieve,and this is what it tells me,when I try to
receive my email...

Make sure your smtp settings are correct. Earthlink should have the
email settings in the support section of their website. Make sure you
don't have a proxy set.

Disable email scanning by your anti-virus application. It provides no
additional protection and even Symantec says it's not necessary:
