email failure for all clients

WinXP Pro, P4, 512ram, DSL through router. Pop3 email has stopped working on
the workstation, no matter what email client I use. Internet browsing works,
and so does network connection repair. I have reinstalled the NIC drivers,
rebuilt the network connection, run the networking setup wizard, reinstalled
Netscape and Eudora. All email configuration values are correct. Outlook
Express attempts to onnect to the pop3 server, then times out. Netscape gives
an error of refused connection by the server, and Eudora gives an error of
time out because of server response failure. Other computers access email
correctly through the same router. Are there system files I could extract
into Windows to troubleshoot further?
 
This is either due to the fact that you have set up the POP server address
wrong or that the POP3 server does not have an account for your username.
It will not be a networking or router problem is you can still browse the
internet.
 
That is what is so strange about it. I am certain that the configuration of
the clients is correct and also that the accounts on the pop3 servers are
active. We get the same email failure result not only with multiple clients,
but with multiple email accounts from different service providers. The
problem does appear to be with software systerm files, and not with
configuration, but the problem is not fixed by reinstalling software. So
again, if anyone knows whether there are any system files to extract in
troubleshooting, I would be grateful for the tip. We are trying to avoid
reinstalling Windows.
 
So let me get this strait ... are you saying you have several machines
behind your router and NONE of them can access ANY POP mail server?

Try sending an email - the protocol to send (SMTP) is different to the one
to retrieve mail (POP).
