How can I eliminate the emachines logo which occurs during
startup?

Press ESC during bootup. Their is not a setting in Windows to diable this.
It might be in your BIOS, but most PC makers dont want you to disable it.

It is against the law to remove the vendor logo from
startup process.

the only way I know of is to hack your bios... use a program like cbrom and
strip out the logo...

Most commercial PC's that use a Boot Logo have an option
in BIOS to disable it. The option is usually something related
to Logo or BIOS details ( Normal POST messaging.)

Not in the US it isn't. Quite a few BIOS versions have a setting to either
display full technical POST info or their logo, your choice.
