Just purchased a Plextor 708A DVD burner for a new build and it says that
the cable with it should not be used with cable select, I was always under
the impression that the cable had nothing to do with whether or not one used
cable select of master slave connection. Am I wrong? Thank you.

You are wrong. The cable has to do whether it can be used for CS or
not, specifically wire #28 being disconnected on one of the
connectors.
