EFS issue

I had an encrypted folder on a notebook. We deleted the users account and
created another on for him. He can no longer access his files. How can I
get into this folder? The local machine admin will not work either.

An encrypted folder has a Certificate associated with the user.
If you did not Export the personal key then you are not going
to be able to access the files. The exported key would have a
name such as Trusted.Cer.
Unfortunately, most people who opt to Encrypt files are not
aware of the requirement to export the key.

Unless the laptop was part of a domain (doesn't sound like it), you can't.
If the Administrator account can't access it as the backup certificate
holder, and the original certificate is gone, then the files cannot be
decrypted.

Hi!
In order to use EFS, all users must have EFS certificates. If you do not
currently have a public key infrastructure (PKI), you can use
self-signed certificates. If you have certification authorities,
however, you might want to configure them to provide EFS certificates.
