Effects windows has vanished, need registry alternative

I have an HP Pavilion with Windows XP Home Ed.
It's been having some issues with the system dragging so
I was going to disable some of the menu transition
effects, font smooting, etc... to help speed it up.

So I went to Display Properties|Appearance tab, and
clicked on the Effects... button, but the Effects window
seems to have vanished.

Menu transition effects, font smoothing, and shadows
under menus are options that should be able to be changed
manually through the Windows Registry, but I can't find
where in the registry they're at. If anyone knows where
they are and can tell me I would appreciate it very much.

I'll probably have to reinstall Windows to get my Effects
window back, but if someone knows another way to get it
back, I would appreciate that too.

All the three options are vanished? or greyed out?

If greyed out, please post the contents of these registry keys:

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\Explorer]
-and-
[HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\Explorer]

To open Registry Editor, click Start, Run and type REGEDIT.

It is also possible that the problem is due to the video card drivers.
