Effect settings change after reboot

Using Windows XP Home edition. After selecting 'show
window contents while dragging' on the display
properties / appearance/ effects tab, contents are
visivle while dragging, but the setting (and check mark)
are lost after reboot. This is on a new Dell 8300
computer. Any ideas?
