Editing in Frontpage

I want to use FQDN in frontpage 2002 to edit a web site. Administrators can edit but not users. When an admin does File, Open Web, http://FQDN they can edit the pages fine. When a user with changes access tries to do Open Web, to the FQDN they cannot get in. Do I need to install something for this to work? I am using Windows 2003 w/IIS 6.

1. Open the problem Web in Frontpage.
2. Choose Server from teh Tools menu, and then
Permissions.
3. Click Manage Users.
4. Click Add A User.
5. Specify the user or group you want to have access,
assign the Author or Advanced Author role, and
then click Add user.
