Editing CSS in FP03 & SP 03

How do I get to the _layouts folder to edit the CSS file
for a default website in FP03 & SPS03 please?

I know previously it used to rely on the " Show hidden
files & folders" option in site settings being checked,
but that is on and I still can't see everything. I'm
probably looking in the wrong place, but how hard does it
need to be?
