Edit with Front Page Icon

I have a button on the top of the IE Tool Bar that is a MS Front Page Edit
Icon. On some sites, clicking this button will open the page in Front Page
and on others it wont. Why is that? A site that it wont work on for me is:
http://www.experts-exchange.com/ The button becomes grayed out on this
site.
