Edit default "Blank Page" template

I would like to edit the default blank page template that opens whenever I
click the new page icon. I would like to include the snip of code:

<LINK rel='stylesheet' type='text/css' href='../icportal.css'>

in the head of every new page I open. If not this way, then I would like to
change the template the new page button opens as a default.
