Can't see code

I have a page on my (test.asp) site. If you view the source, you can see
the following:

<link rel="STYLESHEET" href="http://www.website.com/cart/style.css"
type="text/css">

When I try and open that page in Frontpage, I don't see that line of code.
How can I edit that? Why don't I see it?
