Easy question

I have admin rights.

How can I get the "security" tab to show up on the properties page for a
folder so I can grant and remove user's rights to files and folders?

I figured it out.

Explorer under the main menu tool/folder
options/view at the bottom of the list uncheck the box labeled (use simple
file sharing).
