I have tried this one as well, and it did change the user interface language.
But it can't change the code page of the OS, and it annoys me because some
of my programs are not in unicode and they can't be display very well.
Maybe i have to reinstall the OS again.

i have a same problem. i have been doing your instruction. but i have a
problem"cplexe.exe" is needed. its getting me have an headache. someone can
help me? please reply, and im sorry for my english :p
