i cant open my e mails when i have got an attachment microsoft want to
charge me £119.00 FOR THE PRIVALAGE any ideas guys thanks
a very frustrated user

Microsoft wants to charge for tech support, not the privilege of opening
attachments.

Tools - Options - Security tab - Clear the space "Do not allow..."

If you mean that you aren't able to open the attachment:

In Outlook click on Tools | Options | Security | Change Automatic Download
Settings. You can change your preferences there.
