How can I send E-Mails with Microsoft Mail to eMail adresses with special
ascii characters ?

f.e. info@tütenkleber.ch

First you would have to write a program called "Microsoft Mail."

Have you investigated

View > Encoding > More
or
Tools > Options .> Send > International Settings
