I use vista some people can not read my messages comes out as symbols

I see your first line in English and the other two lines in Chinese

Any idea why some of my e-mails are recieved in Chinese?

I've seen about 6 reports of this problem over the past 12 months.
The only fix was to switch to Thunderbird email:
http://www.mozilla.com/thunderbird

Before you go that route, you could try Windows Live Mail,
which will import all your WM accounts, settings, and emails.
However, it may also import whatever is causing he problem.

Out of curiosity, when you go to Control Panel, Regional and Language
Options, Keyboards and Languages, Change Keyboards, do you see
any other entries besides "English -US"?

Everything in keyboards and languages is set to english or western european

Thanks for the feedback. The cause for this problem remains a
mystery. I have no further suggestions than what I said before.
