Could a 10000mA portable battery be modified into a electric shock gun?

You can get a hint of the operating principle here.

http://electronics.howstuffworks.com/gadgets/other-gadgets/stun-gun3.htm

That should tell you, the circuit doesn't have to be
physically big, to be effective.

The trick, is not to kill someone with your experiments.
A study in human physiology should be your first
step (lethal voltages and frequencies), rather than
running off looking for a schematic.

The reason that's important, is you could build
a Tesla coil by accident, produce high frequency
high voltage AC, and get no appreciable shock effect
from it. At high enough power levels, a thing
like this can burn stuff. But you won't be shocked
by it. The high frequency "skin effect" is what
prevents most of the shock effect. If the voltages
involved here were low frequency, like DC, that
would be much more dangerous.

I built one of those Tesla coils, but my glass-form coil
was only one foot long :) The sparks were
pitiful.

*******

Voltage doubler or tripler modules, can perform
the conversion from AC to DC. Now your circuit
is a lot more dangerous. TV (CRT) repairmen can probably
relate a few stories.

So just how are you going to up the voltage of that 3V battery (or
whatever is the low voltage)?

By the way, what you ask for (provided once the voltage is sufficient to
overcome body resistance) is for an electric fry or kill gun. It only
takes 10 mA @ 110 VAC or about 1 W/sec for half a second through the
heart to halt it hence why GFI breakers are set to trip at 5 mA in 0.033
seconds. You don't mention the conduction path. If it's across a
couple of contacts a few inches apart then 10 A at sufficient voltage is
going to burn flesh.

Voltage doesn't kill (e.g., a Tesla coil makes your hair stand on end
but doesn't kill you). Amperage kills and the level you mention won't
just stun but fry and kill. But then 10 A really doesn't say anything
about the current the battery can supply over time or the capacity of
the battery to sustain a current load at what resistance or for what
voltage. You want changing (pulsed) high voltage to force synaptic
action in the nervous system, not high amperage. A stun gun may operate
at [hundreds of] thousands of volts but only supplies around a 3 mA
load.

A CR-123 3 volt that can deliver 1400 maH (notice the inclusion of time,
not just load) is used in stun guns. I've seen stun guns that advertise
using a one two 9V batteries, like the Energizer 6LR61. You never
mentioned what battery you're thinking of using that is obviously larger
than needed to stun only.

I also experimented with a large Tesla coil, secondary coil was three
and one half feet tall on a four inch fiber form.
The primary gap was fed by a 15,000 volt neon sign transformer and was
tuned with 2 foot square sheets of glass and aluminum foil capacitors.
The output corona sparks were about 2 feet log and when it was on all
the fluorescent lights in my basement would light up.
I would turn it on by plugging it in on a 20 foot extension cord, It was
great for killing TV reception for 2 or three houses in each direction
until the DOT (FCC) snooper van started combing the neighborhood Then I
stopped playing with it and hid it in the attic,

Boy, Those were the good old days.

I was merely checking the possibility. No plan to really make one, as
doing it will make me a criminal in Hong Kong! :)

Actually, I saw an item on Fox news this morning regarding
"attack shoes" being sold in Thailand(?). It's for use by women
& has a battery with a push-button by the heels; the use is defensive
against rapers & other attackers. The concept is to always have a
shock/taser available.

Your idea isn't too far fetched!

Hong Kong has never allowed average citizen if not slaves to carry
dangerous weapons. :)

I am sure terrorists would find good use of portable batteries!!
