What if any error messages do you get when you try to download
mail? Show us the entire messages.

You need to decide whether to use the IMAP or the POP method
of connecting. These instructions cover both.

To set up a POP Gmail account in Windows Mail:

Those directions are for Outlook Express, but they should work for
Windows Mail also.
