E-mail going to junk folder - But shouldn't be as it's not junk

Emails I get from a colleague are going into my junk folder automatically.

I have tried everything; adding the user to my list of safe email addresses.
Marking the sender's emails "not junk". I have checked the rules for this
sender to see if their email address is on there and maybe sending it to the
junk folder as a rule, but there are no rules set for this particular sender.

I have no idea what else to try & can't find anyone else on here who seems
to have the same problem.

Any ideas!!!??

Outlook version and account type?
 
So what do I have to do, do I need to update or does he need to update? Can
we get free updates or do we have to pay for an upgrade. Any advice
appreciated

Version 2003.
I think this might cover your question, not entirely sure how to find out
the version!?
 
Also, I tried to add this sender to my list of safe senders by right clicking
on their name and adding them that way, but it said this:

"the email address for this sender is internal to your organisation and
cannot be added to this list"

Has anyone ever had that response before? If so, how can I resolve this
problem??

The first thing I'd do is talk to the IT people. Later, I might try this:
