e-mail attachments

I am unable to open attachments because they are
designated as "unsafe" by Outlook Express. I've gone
into tools and set the safety low and allow all cookies,
but I still can't get the attachments to open. Can
anyone take me step-by-step through this??

Click on Tools, Options, Security and uncheck the box that says "Do not
allow attachments...."
