E-mail attachments are in the body of the e-mail instead of "attachments
window" at the top of the message. Why? How can I change?

Where the attachment is placed depends on your message format.

Rich Text will place the attachment immediately after the insertion point.
Plain text or HTML will place the attachment in a window at the bottom or in
a header in the message.
