I just bought me a DYNEX External Hard Drive enclosure and i Put a 40gb
maxtor drive in it with the pins MASTER selected. It installs the
drive and in device manager it recognizes the device under Disk Drives
and knows its connected by USB, but I cannot get a drive letter anyone
know what I might be missing?

Did you read the instructions that came with the enclosure?
In the ones I have busily, you did *not* put a jumper on the pins.

I would suggest you RTFM.

drive.

what you mean in the ones you have busily you did "not" put a jumper on

Why not try a known, and trusted brand, such as the enclosure from Adaptec.
You DO get what you pay for:

USB only =

USB plus Firewire =

I have tried adaptec it is actually a bad one because it is USB 2.0
compliant, but only works properly on usb 1.1

A letter will not show up unless the drive is formatted.
