Dynamic Web Templates

I'm unable to attach pages to my .dwt file. I'm following the directions exactuly, but each time I try, the "attach dynamic web template option" is grayed out and thus unusuable. Can someone please help this frontpage 2003 neophyte?!?!?
 
Make sure you have a web open.
