dynamic html effects stopped working

has anyone experienced the same thing. I am unable to insert dynamic html
effects. the toolbar shows up but will not open.(for instance on a selected
picture or anything) this feature worked fine until recently, I have used it
many times before.

Check Tools Page Options Authoring
- CSS must be turned on
- browser set to IE 5+ or custom
