Is there a way to link text in a chart title to a cell so that th
contents of the cell are displayed as the chart title
 
Select the title then in the formula bar hit = and select the cell you want
to use.
 
Yes. select the chart title, click inside the
formula bar, type =, select the cell with and press enter
