Hi yes that is normal. When v-sync is on it is limited to max fps (frames
per second) of what your monitor/flat panals refresh rate is set so i.e. if
you have a refresh of 75hz the fps will never go above 75fps with v-sync of
the fps is not limited therefore it can do whatever max hz the flat panal or
monitor is capable of. (this is correct i think :)
