is there a way to import dvr-ms into movie maker?

There is a registry hack that enables the importing of
DVR-MS files in Movie Maker. But it is NOT supported,
and it is NOT a very stable implementation. Use at
your own risk...

My advice would be to use a program like DVR2WMV to
convert the DVR-MS file into a WMV file, then use that
as the source video for your Movie Maker project.
