DVD Recorder DVD's Edit on PC

Note: I've read all the various FAQ's etc at videohelp.com etc. with NO HELP.

What's the best and simplest software to take the DVD's created by a DVD
Recorder (DVDR) and then edit out portions of the recorded program and then
create either MPG or AVI or some type of computer based file AS WELL as create
DVD's for plain DVD players.

Examples:

Edit (on PC not the edit function on the DVR) out the commercials and create a
DVD

Edit out a particular segments and save to AVI, MPG, DiVX or other PC based
format and/or DVD

I've looked at plenty of sites but must are concerned with taking DVD's and
removing CSS, macrocrud and etc. to back up the DVD's. Or converting something
on the PC to DVD's.

I want to take and be able to take some segments that are on the DVD's recorded
by the DVR and save them either in PC format and/or DVD's.

What's the software of choice for this?
 
One I can think of is VirtualDub & VirtualDubMod/MPEG. Very nice &
fast, if pretty basic to cut out parts of video files, eg simple
cutting, editing out commercials, etc.

Personally, I've found all the help I need & more at videohelp.com, but
a couple of other sites: afterdawn.com and doom9.org, mrbass.org.

Keywords, naturally, would be video editor, mpeg-avi.
