i have a laptop with a dvdreader- cdrw combo...

it can read some dvds, but not others and not cds

I have tried cleaning the lens carefully but that didnt help..

i looked deeper too by taking a panel off and seeing of there is any dust
but I could not find any..

\I saw a vid talking about a mirror in the dvd that may have dust but i
could not locate the exact position of the mirror\\

the problem is not windows related since even when booting (the bios) it
does not see
bootable disks.. (only a few dvds)

can anyone help with an idea????

DVD readers and writers have a different laser for the CD. If defective,
won't/can't read a CD.

The bios at boot time for boot media can only read the boot info on the
DVD/CD. That must exist to handover to the OS supposedly on the bootable
DVD/CD. At that point, what can be read is the function of the OS and any
3rd party app that's loaded as well.
